<p align="justify"> Blue Diamond’s project will formulate in three stages - agriculture and aquaculture being the first two phases. We have received commitments from Belize government officials to purchase all of the soybeans we grow. When completely developed Blue Diamond Ventures anticipates growing 10,000 acres of organic soybeans yearly. The company plans to join in the efforts of the Organic Farming Research Foundation’s coordinating efforts to develop a natural research agenda and farmer-scientist network for pursuit of multi-disciplinary research and extension on working organic farms. Over the past decade, sales of organic products have shown an annual increase of at least 20 percent, the fastest growing sector of agriculture. In 2001, the retail sales of organic food were projected to be $9.3 Billion (Organic Consumer Trends 2001). </p>
<p align="justify">Organic refers to agricultural production systems used to produce food and fiber. Organic farming management relies on developing biological diversity in the field to disrupt habitat from pest organisms and the purposeful maintenance and replenishment of soil fertility. Organic farmers are not allowed to use synthetic pesticides or fertilizers. The cost of organic food is higher than conventional food because the organic price tag reflects the true cost of growing the food: substituting labor and intensive management for chemicals, the health and environmental cost of which are borne by society. Blue Diamond Ventures has formed partnerships with three universities and selected world renowned researchers to assist with the project. Blue Diamond Ventures will also build laboratories, greenhouses and other facilities necessary to operate a model soybean operation.</p>

One of Congress' leading experts on U.S.-Mexican relations, de la Garza has worked to improve relations and trade between the two countries throughout his congressional career. In 1966, he became the first congressman from the Texas-Mexico border area to serve on the Mexico-United States Interparliamentary Group, which promotes dialogue between legislators from the two countries. de la Garza maintains close relationships with many world leaders and agricultural ministers.</p>

From 1981 to 1994 de la Garza was the Chairman of the Committee on Agriculture, becoming the first Hispanic since 1917 to chair a standing committee in the U.S. House of Representatives.</p>
<p>During his tenure as Chairman, Representative de la Garza successfully led the way for the House to pass three omnibus farm bills, a massive overhaul of the agricultural lending system, Federal Crop Insurance reform, a major reorganization of the USDA, reforms in Federal pesticide laws and numerous other measures to assist U.S. agriculture, encourage rural economic development and improve human nutrition. </p>
