No, that shouldn't make a difference so far as I can see.

When the server's under reasonably heavy load, can you try
making a connection manually (telnet pwmail pop-3 and then
go through the login dialogue) -- if there are long delays
before the responses to the USER or PASS commands, then
that could explain the problem.

The current CVS version is a bit more up-to-date, and is
being used in production at a few sites; you may wish to
give that a go:

    CVSROOT=:pserver:anonymous@sphinx.mythic-beasts.com:/home/chris/vcvs/repos
    export CVSROOT
    cvs login       # password is `anonymous'
    cvs co tpop3d
    cd tpop3d
    ./bootstrap
    ./configure ...
    make
