Make sure you have MySQL-devel and MySQL-shared installed.  You may need to specify a specific directory for the mysql libraries and include files (see './configure --help') when building tpop3d.

If you're still stuck, check the config.log file for clues as to why that check is failing, or just post that file somewhere and send the url to the list so that we can assist.
